A behaviour policy answers "may it?". It does not answer "is it right?". TheAclearestsimple example I know is a refund: an agent allowed to refund up to $200 refunds $150 to a customer owed $120, and every control passes. So we have extended the model with two more policies. A **decision policy** says, at a branch point, who decides, on what evidence, within what limits, and who is called when the case is out of bounds. A **workflow policy** says which steps run in what order. [Three policies for an agent](../../three-policies-for-an-agent.md) sets them out; [approve at altitude](../../approve-at-altitude.md) shows how a board signs off once and every level below inherits it; [case law for agents](../../case-law-for-agents.md) shows how the cases nobody predicted become precedent.
