v0.13.50: @newsroom.accountant: the runs of 23 October

Card 070 (every run costed). The accountant's daily run added the three scheduled runs of 23 October to the run ledger, each with its cost per model, tokens, turns, subagents and what the permission check refused.

The Industry Wire published release 2026-10-23.1 (10 new and 6 updated stories). The Dinis Cruz Wire was blocked at page fetches again, and the newsroom's morning run built and tested a release but could not push it, because the git proxy refused the repository again.

A gap: the accountant's own run of 22 October was delivered only with this one, and the platform keeps just each task's latest run, so the runs of 22 October (the Industry Wire, the Dinis Cruz Wire and the newsroom's morning run) are not in the ledger. The accountant's own session is updated beside the build session.
