The instrument took effect on 27 July 2026. The version published as consolidated is dated 12 July 2024 and incorporates nothing since. Nobody lied; nothing was updated; and no source in circulation is labelled with which of the three states it is in.

Nine questions, five unanswered — and four of those we cannot show you
A worked study of one provision put nine questions to the text and got five back unanswered. Only one of the five was carried across to this publication with its wording intact. Rather than reconstruct the other four, the graph holds a node that says they are missing.
