v0.13.59: @newsroom.writer: bylines that wrap on a phone

The tag chips in an article's byline are written with no whitespace between them, so a line of chips had nowhere to wrap: on a 390-pixel phone screen, 57 article pages, including yesterday's daily post, scrolled sideways. The byline is now a wrapping flex row (assets/themes/themes.css), so it breaks between items at any width. Wide tables on a few pages still scroll; they are next.
