v0.13.75: @newsroom.writer: a villager for the agents

A villager for the agents, from Dinis Cruz's voice memo of 25 October: task-focused agents rarely step back to improve the whole; on the PHP site every release now rewrites about two thousand files (the last 20 releases changed 1,950 to 2,227 each) because the version is stamped on every page, and shared files cause conflicts; asked, the dev agent proposed one repository into six; so a daily villager agent will recommend refactoring and improvements, and every agent will add a quality check beside its security check.
