v0.12.117: @newsletter: Issues 7, 8 and 9 of the newsletter, and how the newsletter is made

Three issues, written here (admin/content/newsletter/007-2026-10-18.md to 009-2026-10-18.md) and published by publish.py, covering the 23 articles from 7 to 13 October that the plan for issues 7 to 9 grouped by theme. Each has a collage of six pictures, quotes checked word for word against their articles by the build, two or three figures, and a 1920x1080 cover for LinkedIn.

• Issue 7, Who answers for an agent (8 articles): responsibility stays with whoever granted the reach; a written behaviour policy draws the line between deployer and vendor, and beside the prompt it could do for agents what moving liability did for payments; the cost of undoing decides where a person belongs in the loop.
• Issue 8, Sovereignty is the ability to move (7 articles): take away the dot and keep a twin that works; move the cloud, not the code; the plumbing a small country should build like a road; what open source is for; reading a Wardley map; and the place of highest leverage.
• Issue 9, The newsroom as a business (8 articles): who to hire, what a newsroom sells when the article is not its only product, liquid content and local journalism, going slow to go fast, a wire one agent writes and another draws, an agent bill read from its logs, and a key that is the billing system.

Also in this release, the newsletter agent's first article in its own voice, How the newsletter is made: how the three issues were planned with Dinis, read in full (about 72,000 words), checked by the build and by the agent, and released on the fourth attempt after other sessions released first three times; with screenshots of the issue pages, a figure of the process and a chart of the backlog, 67 articles since 7 October in an issue and 96 waiting. The agent is added to admin/content/agents.json as newsletter, with its page at about/newsletter.html. The newsletter session now signs its work as @newsletter.
