v0.12.17: @newsroom.writer: A policy beside the prompt, version 1.1

A policy beside the prompt goes to version 1.1 from a second memo: where the behaviour policy goes today in each mode (over the API, inside the system prompt we write; in the Claude apps and Claude Code, after the vendor's own system prompt), why in both it is still hope, why its checks should be as strong as the vendor's own and controlled by the deployer, and the system prompt as a light behaviour policy that should be written as one, layered. The hero figure is redrawn to show both modes and the proposal.
