v0.12.40: @newsroom.writer: Knowledge that maintains itself

A new article written here, from a voice memo of a conversation about knowledge management: an organisation's policies and internal knowledge as a fractal semantic graph, briefing people and agents from the graph with the slice and the diff they need, graphs against vectors, a graph that does not have to be right first because agents maintain it and a validator checks it, and sgit vaults to carry each brief. Measured for the article on this site: the graphs of 112 articles (1,435 nodes, 1,538 edges) hold 12.4% of the articles' text. Two figures.
