Agent Behaviour Policies move to the Open Security Summit: the proposal to host the Agent Behaviour Policy at Open Security Summit CIC, as the first project of a hosted-project programme, rather than a new foundation. Hosting is not independence: the article sets out the charter and the steering group, with a majority independent of RiskMandate and The Cyber Boardroom, that would make it so. The material is already CC BY 4.0 and Apache 2.0, and needs an inventory, not a relicensing. RiskMandate becomes a founding contributor and a commercial implementer, on the same terms as anyone else. The plan runs in four phases. It is a proposal, for discussion and legal review.

The RiskMandate roadmap: the history now reads in order. RiskMandate proposed the policy to OWASP on 8 October; it was not the right fit for an OWASP project; it moves to the Open Security Summit. "A foundation" becomes that home, and the OWASP part is a short note.
