v0.13.4: @newsroom.writer: the RiskMandate roadmap, as a spectrum of trust

The RiskMandate roadmap, rewritten from a second voice memo.

• A spectrum of trust. The roadmap is RiskMandate's strategy and the path walked with each customer. Each stage answers the customer's next question.
• Five stages. Policies, understand, risk acceptance (new, after understand), contain, and manage.
• Accelerate is no longer a stage. It is what every stage gives the business.
• Insurance comes after, as a future decision. At every stage, other companies should be the big players, and where they do not move fast enough there is an opening.
• The OWASP history is gone. The move of the policy's stewardship to the Open Security Summit is a short side note, since RiskMandate still operates it, and the policies are a stepping stone.
• Smaller fixes. The doubled "then insurance" is gone, and the figure is redrawn.
