v0.13.42: @newsroom.dev: the PHP desk, and the evidence vault opened to everyone

The PHP desk (card 089): the admin page for the PHP flaws story, built from its brief.

• The work. 24 rows in admin/content/php-oct-2026/work.json, each with an owner, a status, its times and its proof. The build refuses an owner not in the roles, or a finished row without proof.
• The roles. Nine names in roles.json, drawn from the two git logs and the vault's commit messages: what each is responsible for, may change and must not.
• The vault, opened. By Dinis's decision, the evidence vault's public read key is in admin/content/vaults/php-evidence.json. A scan of all 1,839 files came first: no secret and no personal data found, three things noted and left as captured. A live view reads the vault in the browser one source at a time, because the SG/App vault browser had not opened this half-gigabyte vault after four minutes.
