v0.13.5: @newsroom.writer: insure, the sixth stage of the roadmap

The RiskMandate roadmap now has six stages: policies, understand, risk acceptance, contain, manage, and insure.

• Insure is a stage of its own. Its question is "can our agents be covered?"
• A new section: insurance is the end game. Every stage produces evidence, insurance is where that evidence is worth the most, and so insurers are part of the play from the start, with the conversations beginning now.
• The line about whether we would play in insurance is gone.
• Smaller changes. The players section stands on its own, and the figure is redrawn with six stages.
