Every claim here walks back to bytes we hold. Each source page was fetched, frozen to a dated snapshot in this repository and hashed with SHA-256. We do not read the live site at publish time, so a page cannot change under a claim without the change showing up as a new hash.

The refusal, and why it is the load-bearing line
A centre of gravity says what a role is for. A refusal says what it will not do under pressure — and on this beat the pressure is real, because the subjects are named people in a small ecosystem who will read what is written about them. Unlike the fully-agentic sibling, this pipeline also has a human editor of record, so the refusals are not the last line of defence. They are the first.
Where this role works
Everything this role produces is reproducible from this repository:
portugal/build/extract.py runs the ingestion path,
portugal/build/build.py the projection, and
portugal/build/gates.py the checks. The data it writes is under
the register and the machine surfaces linked from every page.
