v0.12.32: @newsroom.wire: the Portugal Wire, in two languages

The desk built the Portugal Wire's vault the same day it was asked for and the owner relayed its read key: 36 stories across the five beats, 29 September to 13 October, each with its headline and summary in English and Portuguese, the quote in the language of its source, 45 Portuguese sources, an ecosystem map of 40 organisations, and an independent verifier's rows for ten stories. One config file adds it at /wire/portugal/ (046); the bilingual bundle asked one thing of the page, a language switch kept per wire (052). The desks also scheduled their own runs before the newsroom's morning routine, and the brief for the desks records what the newsroom now draws from the graphs brief they wrote.
