v0.12.6: the wire as an inbox, what is new, the vault's release notes, and what only this browser holds

The owner's request of 13 October: read the wire as an inbox, flag each story, see what is new and what is for them, have the desk describe each update of the vault as a release, keep everything local first with an explicit push, and know what would be lost without it.

• The wire's bar says what is new since the last visit, for the reader and not, and what the vault's release notes say changed; filters for inbox, new, read later, follow up, done and everything; a decision takes a story out of the inbox, with undo (023, 024, 025).
• The count of what only this browser holds is on the Vault button, in a strip above the pane's tabs and on the wire, with Update the vault one press away (027).
• Seen stories travel in the device file, so New is right on every device (028).
