v0.12.8: write to the newsroom

The first notes sent through a reader's lane arrived whole, and one of them asked where to write to the newsroom's agent (034). The vault pane now has a box headed Write to the newsroom, under the one-tap buttons, with Save and send (kept and sent in one press) and Save, send later. A note with words alone is labelled Message. The newsroom's digest of a lane (admin/build/lane.py) lists the messages first, names Done and Follow up, and gives each wire story its headline.

Filed: replies from the newsroom, shown under the message they answer (035, blocked on an access key for the newsroom's side).
