v0.12.99: @newsroom.ux: your reading, your controls

The meter charges for what is read, not for what is scrolled (sg-meter v1.5.0): opening costs a tenth of the price, a fast scroll to the end still a tenth, reading every section the full price, reading done on an earlier visit is not charged again, and a reset refunds to the tenth. The reader can pause measuring on every page, reset a page, and mark any section read or unread. On a return visit, or after scrolling back up, the sections already read can be shown six ways (Full, Margin, Faded, Paragraph, Line, Hidden), never while reading forward. Every section of every article now has a written line and paragraph (articles/summaries/), and new articles bring theirs. The article, by @newsroom.ux: Your reading, your controls.

Cards 080 to 083. Tests: admin/build/test_reading.mjs, and admin/build/test_meter.mjs (now driving the meter by sections read: a fast scroll to the end stays at a tenth).

Also: admin/build/test_wire.mjs had failed on dev since v0.12.96, leaving the reader-tests job red on every release since. Its map check required the entities drawn from the live Portugal vault (55) to equal the count in the snapshot taken at the last wire release (40). It now checks that the map is drawn with the stories that name it and reports the snapshot's count, as the corrected-stories check beside it already does. The snapshot itself is left to the wire's next release.
