v0.13.35: @newsroom.writer: approved business mandates

Approved business mandates: companies already have behaviour policies; RiskMandate's job is to turn them into tested controls and keep them true as the deployment changes.

• The review that corrected itself. An AI-assisted review of our strategy, and what it changed.
• From the mandate to tested controls, and back. Specify, find what the environment supports, generate or say why not, verify, maintain.
• The coverage explanation. For each requirement: what implements it, the evidence, and what remains.
• What we accept, and the market. Noma, AWS session rules, Endor's own limits, Cedar's responsibility; and the first pilot's acceptance criteria.

Corrections: an analyst's blueprint and drift is the mandate moving now say the notes were written in a ChatGPT session; the blueprint's Cedar and proxy wording is narrowed.
